Unit turnovers
New flooring or a ceiling fix between tenants is a renovation, so a pre-2004 unit needs a survey of the area first. The report stays on site while the work goes on.

The owner-occupant exemptions don’t reach a home you rent out. We test and remove asbestos in rented houses, duplexes and apartment buildings for landlords and property managers, between tenants or around them.
Beaverton has a large rental market: roughly half its homes are rented. We work with rental owners in Beaverton, Lake Oswego and West Linn.

Oregon’s residential category covers houses, duplexes and buildings of up to four units. If one was built before 2004, it needs a survey before renovation, and the owner who rents it out can’t use the owner-occupant exemption.
These fall under the commercial survey rule, which ignores the construction date. A 2010 apartment building needs a survey before renovation just as a 1970 one does.
Friable work is sealed inside a negative pressure enclosure, and the regulated area is posted and closed to everyone but authorized workers. We set the schedule with the property manager so tenants know when a hallway or unit is off limits.
Keep the survey report, the DEQ notice and the waste shipment forms together for each building. The survey must be on site during the work, and DEQ can ask to see it.
